Cement is an energy-intensive material to manufacture. However, it only constitutes approximately 15 percent of
concrete's volume. The first step in the manufacturing process of cement is heating the limestone at extremely high temperatures
up to 2,000 degrees, which produces what we call clinker, and I am introducing a new term here. This is the energy-intensive
part of manufacturing cement where 90 percent of our greenhouse gases are generated. In very general terms, there is a ton
of CO2 emitted for nearly every ton of cement produced. However, 50 percent of those emissions are the result of a chemical
reaction in the process which are commonly referred to as process emissions. Another 40 percent are the result of the fuel
combustion to maintain those high temperatures, and the remaining 10 percent is attributed to electricity use and transport.

Holcim has identified three primary areas of opportunity to drive energy consumption reduction of greenhouse gases in cement
production.
1. Capital investment, technology, and process innovation of our facilities.
2. Use of waste-derived fuels like scrap tires, like biomass, like plastics, can reduce the CO2 intensity by replacing fossil

geothermal energy extraction from oilfields by retrofitting oil and gas are reviewed to identify essential and influencing
factors in this domain. This research brings novel insights to unlocking the potential of geothermal energy in contributing
to future low-carbon energy systems."

The problem is not that we have to change all of our train infrastructure for bikes, or that bikes have to use all our train
infrastructure. The problem is that we build all of our infrastructure for cars. The reason why rail trails are such a prized
possession to bicyclists and walkers and runners is not because it was an old train line, it's because it does not interface
with cars. Cars are the issue.
We make a policy choice that is so much of our infrastructure is sunken into car infrastructure that we never give money to
bikes or trains; so when we do give money to bikes or trains, they have to fight each other for this money, and when one takes
over of another, we feel like that's a fighting battle one or the other has to fight, where the actual enemy is car infrastructure.
So if we want more bike trails, and walking and running trails to look like these good rail trails, our main focus should
be for advocating for more bike infrastructure and less car infrastructure should be the main goal. Now that's hard, because
a lot of our suburbs, and a lot of our neighborhoods are built for cars."

Like naming a bill, "Inclusionary Housing" which causes a quota system to be placed, instead of rent control/rent
stabilization that helps every single person, but people fight for, "Inclusionary Housing" not realizing that they
may not be one of the lucky people. Like people advocating for a suburban light rail (a type of streetcar that makes few
stops) that will not stop in their neighborhood in the city, just to get to the other side's suburbia, instead for same price,
12 streetcar lines that will service many parts of the city. Both here in Baltimore....

On Thursday, I attended a public hearing of Baltimore’s Planning Commission on three bills connected to the proposed
overhaul of the city’s Inner Harbor and Harborplace. I fully expected to be testifying with some design comments on
the current proposal by developer P. David Bramble’s MCB Real Estate. To my surprise Sean Davis, chair of the commission,
announced at the start of the hearing that no comments on the design would be allowed, as this was a hearing on land use issues
only.
As a developer of waterfront residential projects, including Tindeco and Canton Cove (a total of 340 units), I am used to
presenting plans to the planning commission that need land use changes. Always the design plans were a big part of the conversation
between me and the commissioners. So, let me get this straight: The developer’s “public engagement process”
included no opportunity for the public to look at design options considered by the developer.
Baltimore’s Urban Design and Architecture Advisory Panel of professional architects does not give the public the opportunity
to comment. And the city Planning Commission does not give the public an opportunity to comment, at least not last week. This
seems like a recipe for defeat of the developer’s proposal by the voters on Election Day, which is apparently the only
day we do get to comment. I want Bramble to succeed! And I like density. But I don’t like his plan because I don’t
think it will activate the waterfront as is so sorely needed.
Below are the comments I had prepared to give at the Planning Commission Thursday:
I applaud developer P. David Bramble’s boldness of vision. I believe $500 million of private investment in the Harborplace
site is extremely exciting and that residential density, such as 900 apartments, could be a very good thing for the Inner
Harbor. As urbanist Jane Jacobs says, “There is nothing like the hustle and bustle of human activity to create a safe
environment.”
But, I believe the MCB plan is flawed and will fail to accomplish what is needed for the Inner Harbor. Either tall skinny
towers or buildings limited to three to eight stories (under the current Urban Renewal Plan’s height limit of 100 feet)
can accommodate the 900 unit density desired by MCB. Either could work, as long as they are accompanied by a critical mass
of waterfront destination locations such as restaurants, hotels or performance venues.
The water is where the magic is. It’s a natural magnet; let’s capitalize on it. In particular, the 60 feet between
buildings fronting the waterfront and the water’s edge is where people want to be. Emphasis should not be on non-waterfront
parks further than 60 feet from the water or on view corridors for cars passing by. The emphasis should be on the space between
the buildings and the water.
The Wharf, a modern real estate development on D.C.’s southeast waterfront, is a great example of how that 60 feet can
become magical when there are varied seating options and gathering places, and varied uses such as restaurants, shops, fountains,
residential and hotels. There are many European waterfront cities that line their waterfront with restaurants. We need a critical
mass of destination locations along our water’s edge. That might mean at least 12 restaurants, two hotels, three fountains
that kids can jump in and out of, and one or two performance venues. Residential towers by themselves won’t activate
the waterfront. Bringing lots of people to the Inner Harbor waterfront 365 days a year should be our No. 1 goal in redeveloping
Harborplace.
We need to minimize the amount of public subsidy needed. Does the promenade really need to be replaced now with $400 million
of public money? It may be possible to do bulkhead repairs where necessary for far less dollars that will last at least 10
years to give us time to find infrastructure money for larger repairs.
We need an updated master plan that has thought given to how we can continually improve the Inner Harbor experience over the
next 20 years. I believe a people mover, such as a Gondola or a Monorail, to move people from the stadiums and convention
center to Harborplace should be included in a master plan. A bridge that would give residents and visitors an opportunity
to circumnavigate the Inner Harbor on foot and bicycle should be part of that plan. I love Visionary Art Museum founder Rebecca
Hoffberger’s idea of filling sidewalks with quotations of great Baltimoreans and Marylanders like Billie Holiday, Babe
Ruth, Frederick Douglass, James Rouse (my father) and many others.
We need a city government empowered, quasi nonprofit whose sole mission is focusing on how to implement an Inner Harbor master
plan and the best urban waterfront ideas from around the world. We had such an organization, Charles Center Inner Harbor management,
from 1965 to 1985. We need to reauthorize it for 2023 to 2043 and maybe beyond.
