PUBLIC UTILITY = Enterprise made for a segment of society, based un geography, to use the service it offers. There are classes
of services that the public wants and needs: local public and common carrier transportation (buses, airlines, railroads, motor
freight truck carriers) conduits, pipelines, local telephone and telegraph carriers, artificial power to create light, heat,
and cooling, community facilities for water and sanitation, including reservoirs.
"""""In most countries such enterprises are state-owned and state-operated, but in the United States they are mainly privately
owned and are operated under close governmental regulation.
The classic explanation for the need to regulate public utilities is that they are enterprises in which the technology of
production, transmission, and distribution almost inevitably leads to complete or partial monopoly—that they are, in
a phrase, natural monopolies. The monopolistic tendency arises from economies of scale in the particular industry, from the
large capital costs typical of such enterprises, from the inelasticity of demand among consumers of the service, from considerations
of the excess capacity necessary to meet demand peaks, and other considerations. It is often also the case that the existence
of competing parallel systems—of local telephones or natural gas, for example—would be inordinately expensive,
wasteful, and inconvenient. Given the tendency to monopoly and the potential therefore of monopolistic pricing practices,
public regulation has for more than a century been applied to certain classes of business.
In practice, regulation aims to ensure that the utility serves all who apply for and are willing and able to pay for its services,
that it operates in a safe and adequate manner, that it serves all customers on equal terms, and that its rates are just and
reasonable. All states have regulatory commissions, and the federal government has several, including the Interstate Commerce
Commission, the Civil Aeronautics Board, the Federal Power Commission, the Federal Communications Commission, and the Securities
and Exchange Commission."""""""""

"Electric Co-op and Utility: What's the Difference?: There's a Wide Variety of Entities Operating Our Electrical Infrastructure.
Here's Why the Difference Matters, Even if You Don't Have Much of a Choice.
Use "Cross Ventilation" - the motion of air: Heat rises, and cold air falls. If no curtains, or use in conjunction
with curtains and blinds, use cardboard, or if you have flat Styrofoam from packaging (allows some light, but still blocks
out heat), place to fit window. Darkness cools so much. If you live in multi-level home, open your windows upstairs in western
window (or closest to), place cardboard on unopened upper window, and let hot air escape. If your doors upstairs has space
underneath, keep door closed from dawn to dusk. Open windows at night if below 85 degrees and expected to go into 70's or
even into 60's. Place cold water on face, and let morning air hit for extra cooling. I hope this helps. This is what I
do, and I only use a few fans. It's the electric bill shock that will hurt worse with having air conditioners. Go to libraries,
attend library events https://calendar.prattlibrary.org/ malls..., movie theatres, make playdates for your kids during the
day if need. Cordially, Shaiyel Seltzer

NEVER INVEST IN "NEW" OLD MATERIALS, ESPECIALLY WHEN NEW ONES ARE AVAILABLE NOW TO REPLACE AND WILL BE ON THE MARKET IN A
FEW YEARS When materials that pose no health risks that have been used for a long time, like ceramic pieces, they actually
supersede plastic that cracks, and are often made with Perfluorinated and Polyfluorinated Substances (PFAS) and Polycyclic
Aromatic Hydrocarbons (PAHS) - the "Forever Chemical" families - who are completely unregulated in Baltimore City and the
United States.
Solar shingles are light, no toxic chemicals, and with many other advantages, no leaks as no holes drilled into roofs, rather
than roof-holed panels)(solar fabric and films rather than heavy toxic chemical-filled panels).

DO INVEST IN OLD TECHNOLOGICAL SYSTEMS WHEN ONLY REASON IT WAS NOT BUILT WAS DUE TO COST Gasification replaces incineration,
ending toxic ash waste. It converts all to gas, and captures fuel, even creating oil - gasoline. It will process all contents
of landfills (Norris Farm...), forever ending need of landfills. Chicken, cow... manure can be gasified too, ending age-old
crisis of it going into water (especially Chesapeake Bay). Once contents are gone, all toxins must be cleaned up, and then
those lands become reclaimed, especially for indigenous /native peoples, reparations/unceded payment(s). At same time as
gasifying the landfills, sweeping measures on all permissible, and abolished consumer packaging, moving to, "Compost Gasification."

DO INVEST IN VEHICLES THAT OFFERED A UNIFIED INTEGRATED SOCIETY: Business industries invested in individual polluting tired-vehicles
{automobiles, trucks...} so feared the inclusive, equitable, and equality unifying Streetcar, that they financed a
shell company, National Lines, to not only replace with busses, but holocaust style - pile up the bodies to burn then, "So
they can never come back again." The ability to have superior public transportation, the Streetcar, its cousin Lightrail,
and Trains offers the intermingling of all classes, ethnicities, and races - all walks of life.
"Maryland consumes more than five times as much energy as it produces."
This is the problem we must solve: How does Baltimore and Maryland become energy independent? It is clear through witnessing
Summer of 2022, that when a public entity wants to, such as in California, it takes nothing to shut off energy to customers
intentionally to end overuse. When it is too hot, it is too hot, and when one is part of a multi-state grid stemming from
Illinois, the owner is at will to choose who and where energy - electricity should go to.
What will heat every home, streets, and all other buildings in the winter, and cool all homes, streets, and all other buildings
in spring, summer, and autumn without having to convert itself into another energy (no electricity) so humanity can survive?
What will power every moment of everyday in the form of electricity? There is only one: geothermal with hydropower support.
"Maryland Bureau of Mines Coal Division" - Department of the Environment
And, since local jurisdictions were sold to Exelon, it costs 4% - 8% more for electricity. And who knows what prices in the
future - but for certain, cost is always UP .
Local jurisdictions must, for the sake of Baltimore and Maryland having a future, create
new energy sourced system, thereby no longer needing Excelon (nuclear and fracked gas-based).
