public attention to the issue of trash in the harbor.
As water flows under the bridge and through the structure on the left, floating debris are caught by nets and held until workers
can remove the nets, preventing the trash from entering Baltimore Harbor. Currently the interceptor is collecting about 5
tons of trash per month, and the Baltimore Harbor Watershed Association has been encouraging the city to install about 6 interceptors

FOR the purpose of establishing the Zero Waste Commission; providing for the Commission’s composition, terms of office,
officers, meetings, quorum, and rules of procedure; establishing the general purposes and specific duties of the Zero Waste
Commission; defining certain 6 terms; and generally relating to the Zero Waste Commission. ....
§ 58-4. COMMISSION PURPOSES AND DUTIES.
(A) GENERAL PURPOSE. THE COMMISSIONS’ PURPOSE IS TO ACT AS AN INDEPENDENT AUTHORITY THAT OVERSEES THE PLANNING AND IMPLEMENTATION
OF ZERO WASTE POLICIES IN BALTIMORE CITY.
(B) SPECIFIC DUTIES.
THE COMMISSION SHALL:
(1) CREATE A PLAN WITHIN A YEAR OF THE COMMISSION’S FORMATION THAT WILL ENSURE THAT BY 2035 THE CITY WILL NO LONGER
PRODUCE SOLID WASTE THAT IS DISPOSED OF IN LANDFILLS;
(2) PRESENT POLICY AND BUDGETARY RECOMMENDATIONS TO THE CITY COUNCIL THAT WILL HELP THE CITY REACH ITS 2035 ZERO WASTE GOAL;
(3) CREATE AN ANNUAL REPORT FOR THE CITY COUNCIL THAT MEASURES THE COMMISSION’S PROGRESS IN MOVING THE CITY
TOWARD REACHING ITS 2035 ZERO WASTE GOALAND RECOMMENDS NECESSARY CHANGES, IF NEEDED, THAT THE COMMISSION WILL TAKE
IN CARRYING OUT THIS GOAL; AND
(4) HOLD A PUBLIC HEARING EVERY QUARTER DURING WHICH THE COMMISSION WILL SET ASIDE TIME SPECIFICALLY TO HEAR PUBLIC FEEDBACK
