THE DECLARATION FOR HOUSE REPARATIONS
It takes an army of people. Not just fixing houses, but planting trees, stoking waterways........
It takes another CCC: Civilian Conservation Corps:
Found below, in diagram form, is how the process and partners come together - to renovate 15,000 houses and providing careers
- completely changing the financial, emotional, and spiritual nature and trajectory of thousands of families - thereby the
City of Baltimore, its Region, Maryland, and United States of America.
WHO, WHAT, WHEN, WHERE, WHY & HOW:
☸ I envision a Baltimore where its citizens can fully adapt emotionally, physically, mentally, materially, and spiritually
in order to embrace new lifestyle Greenhouse Effect brings and demands.
☸ I envision a Baltimore where its citizens thrive in wisdom in their individual and collective deepening of connection
to nature, and becomes financially prosperous in the transformation of its physical city.
☸ I envision Baltimore and the State of Maryland become energy independent; ending forever Maryland's dependence; especially
nuclear fission plants and fossil fracking purchases.
(gas is imported from surrounding states through truck and pipelines), ending need for Illinois' Exelon, and their ever increasing
high cost private energy, with bonus of extinguishing need utility public assistance.
☸ I envision, through years of research, how this occurs is through low-enthalpy geothermal (horizontal {lay of land}
- non-core-fracking that also gets rid of arsenic) that creates heat, cooling, and energy for electricity - all at
the same time, with support from: hydropower water wheels (esthetically pleasing), propeller-less wind turbines, and
solar shingles completely replacing solar panels (toxic materials too costly to remove/recycle), Baltimore and Maryland will
be able to go from using 5 times more energy than it produces, to exporting energy to surrounding states.
☸ I envision that Baltimore has a factory to make U.S.A.'s those gyrating propeller-less wind turbines invented on Iberian
Peninsula.
☸ I envision True Zero Emission, zero waste, zero recyclable, zero adult and child slave labor modes of
transportation that end segregation, classism, and racism: One from the 1800s, and one being developed now. now modes of transit:
Streetcars of old that only need were dedicated lanes, and solar balloon transportation
☸ I envision that Baltimore also have a factory for solar fabric, making the solar balloons.
☸ I envision a Baltimore, and a State of Maryland, that looks beyond its country's imaginary boundaries to replicate
what works; for the only common desire, yearning, that must be forth is, "We do these things in preparation and in Honor of
Mother Nature - whose Greenhouse Effect we humbly comply with Her way to have and live life."
☸ I envision a Baltimore City Government that first and foremost, is irrevocably ethical and moral, upholding its rules,
laws, and manners; especially when it comes to The First Amendment Right to Testify at public hearings. I envision a Baltimore
City Government who is humble beyond compare and ends compartmentalization: so it is able now see all its errors, all its
ill rules and laws, the complete impact it made on other cities all over the 2 "America" continents, all the hatred, all the
cruelty, from before inception, its inception, and today's betrayals and evil to continue caste-like control over its' people.
☸ I envision a Baltimore that is in-step with its people's needs and desires in order for everyone to have everyone
adapted to a different lifestyle than today: Public and Private transportation Dedicated-Lane Streetcars, boats different
than today, for we must completely remake infrastructure in order for Baltimore to continue to be a place to live.
Many reasons for my plan. Many people's hopes, dreams, livelihood and survival depend on a society, a government that puts
their needs before anyone else's - especially themselves. Fixing the houses gives people the wherewithal, the home advantage
of having acres of stone, brick, and mortar to refine skills that Baltimore City must provide: a Vocational Arts School and
Guild. There is a national vocational crisis, as the baby boomer generation can no longer do manual work, and few to replace
them, especially stone masons and carpenters. The ability to be trained, get the experience, and be able to join socially
(network) through Guilds, and yet be entrepreneurs decimates Baltimore City" poverty rate of 23% to 5%. People who volunteer
will be able to then live in the houses.
And then there are those who we atone. Baltimore City Government must take accountability and responsibility for its Government
since inception and prior, as, Genocide and Slavery indeed occurred in order to change the trajectory of Baltimore City.
Not doing so, continuing with incinerating trash that its citizens and residents are forced to breath, every decision made
without "future - 'Must Save Baltimore from Greenhouse Effect" at all cost, without even one speck of facts, no independent
research, just completely relying on for and non-profits (especially regarding energy; Illinois' Exelon, who has nearly monopoly
in the State of Maryland), and even inciting physical violence when bringing light - facts that completely obliterates their
lobbyists - and unregistered lobbyists, and especially elected officials who continue to being given special deals through
getting inside information and deals to buy houses, instead of it being for the, "Urban Dollar House" program, there will
never be a chance for Baltimore, The True Baltimore.
The facts are fact. And many countries are being swallowed up. We can not continue in United States of America exceptionalism.
We must not tolerate Baltimore gluttony of stealing people's futures. Otherwise, no one will be able to tolerate their carnival
expansion of Urban Heat Island, not just horizontally, but vertically, and the droughts and the floods in Baltimore anymore,
not even them.

Racist Housing Scheme Practice Revealed at Baltimore City Hearing:
Scheme stems from after passage of President Lyndon Johnson's Fair Housing Act of 1968, property owners found that since they
could no longer say, "No!" to rent or sell their properties to non-whites and non-Christians, they devised ways to outright
swindle - steal monies through, "Rent to Own." Remnants of this, although legal practice, still exist today, in regards to
who is to do repairs, so they do not get done, quickly depreciating homes.
Jermaine states that he lived at 905 and 907 Calhoun Street with his family, until razed; "Them houses are down now. My grandmother
and them some kind of way they didn't own the house. So what I see was going on, and I don't have the money yet, but I want
to get into the program...."
It is actually possible that his grandmother and family were still paying, or at one time were paying a, "Rent to Own" scam,
invented in Baltimore after President Johnson's Fair Housing Act commenced in 1968. Fine print intentionally places burden
on "owner-to-be" fulfilling many requirements, such as on time weekly payments. It can be as simple as the owner or anyone
being able to take the payment is breach of contract. Owner could just keep taking the payments and not tell about "breach"
and since payments go on for years and years, when all is said and done, the "owner-to-be" still does not own the house.

Unfortunately partially derailed due to unknown factor of Mr. Marks of NACA... {financed by Bank of America} needing to spend
time to distance, make sure they knew I was not with him.... Prior to my time, I was told his name was, "Larry." I had never
spoke before at a City Hall hearing, and so it took within me an uproarious passion inside me to go ahead. Still puzzles
me why I was the only one given a time limit. Still after inquiring - awaiting.... Promises - broken.
☸ Lessens accountant costs and work.
☸ Labor cost is offset by Habitat for Humanity, who is a non-profit of which receives tax-deductible donations.
☸ There is local Habitat for Humanity (Chesapeake), and then there is Habitat for Humanity International, who do major
scale projects.
☸ Volunteer-driven. Apprentice-driven. Experts can be directly paid through Habitat for Humanity.
☸ These houses remain owner-occupied for eternity. The houses are passed down. There is no need to find out "market
value."
☸ Material costs can too be offset by donations to Habitat for Humanity.
☸ Baltimore needs a training headquarters. McMechen High School sadly ended being a school with last year, September
2021 - June 2022. Baltimore City Council designating it, "McMechen Vocational Arts and Guilds Center." The campus is walking
and rolling distance from/to Cold Spring Lane Subway Station. Includes working on the actually building to become net-zero
and net-positive.
The Department of Housing Responsibilities - In relation to Diagram (first steps):
1. To have every house inspected, hopefully with apprentices in the Vocational Art classes if applicable. Materials used,
size, address, neighborhood, land separate from house measured....
2. List via neighborhood. Do not want people to fight over houses. People will list top 12 neighborhoods. Some neighborhoods
are for specific Reparations due to "forced" house sales Baltimore City Housing did and "Rent to Own" schemes. Some people
are still alive, and need these houses first to be repaired. Lumbee Indian houses were "forced" too. Neighborhood specific.
3. To provide documents as needed. Deeds, notes, anything that will prove who owned houses, any slavery and free-black records
("property"), brochures, pamphlets that Enoch Pratt may not have.
4. Work and coordinate with Habitat for Humanity. Permit writings.....
5. Makes sure every contract has monthly amount going to escrow to pay for property insurance, and if not part of Reparation,
property tax, and something for repairs. No mortgage or rent. The house is not going to go to market, so there is only
shelter value. Other reparations allow the person or family to have separate streams of wealth-producing. The house is passed
down. The house is ensured that the house is never in disrepair. Monies, when repair amount is filled, goes to start a business,
investments..... Especially when Baltimoreans may have to move anyways due to heat, fire, and floods, money separate is
especially necessary. There is credit and other monies if want to move. If family or person has no one to pass house down
to, the house goes to another Reparations qualified family or person.
6. Preparation for Streetcars. Communial trash receptacles: Compost (yard clippings), Cardboard, Plastic, Glass, and General.
A can and glass deposit will be more sparsely placed, allowing to receive money through a paper receipt. Zoning. Work
with streets.... Alleys to Allee's:
Baltimore can go back nearly 100 years and see reports it commissioned regarding automobile congestion - and did nothing.
California some and other, Europe (California bans: no gas heat, no gas stoves....). If costs more to keep going and hence
killing any chance of Baltimore surviving the heat and floods. Baltimore City Government must come together and completely
put together a plan to save Baltimore.

'I knew Habitat was going to encourage me to earn this privilege and to appreciate my home. Habitat has opened my eyes to
more than being a homeowner. They have challenged me to look at the bigger picture of the atmosphere of the world around me,'
Francene said.
She's not the only one who benefits. Volunteers from the Orioles and elsewhere learn they can use their hands and hearts to
help others. 'There's nothing more rewarding than coming here today and seeing Francine get their new home.' said Vice
President of Communications and Community Development, Jennifer Grondahl.
