The Public Comments: General Management Plan Amendment: Draft Environmental Impact Statement
Out of 328,240,000 people n the United States of America, only 7624 people decided the fate of the Tule Elk. Ultimately,
the decisions are left to the National Park Service and current Presidential Administration directive. You
can read the comments, many heartfelt. The locations of each person were taken out. Though few commented,
it wouldn't of taken many more to outweigh the dairy farmers and cattle rangers. Since they had most interest to
continue their businesses at the expense of the health of the Tule Elk as well as dairy farmer and cattle ranger organizations,
that is who mostly weighed in.

- The 45 day for the public to state your choice as to the future of the Drakes Beach Tule Elk ends on
MONDAY, SEPTEMBER 23RD, 2019 at 11:59 PM MOUNTAIN DAYLIGHT SAVINGS TIME.
- There is a draft Environmental
Impact Statement (E.I.S.) for general management plan amendment (G.M.P.) for Point Reyes National Seashore and the north district
of Golden Gate National Recreation Area in California.
- This is for the National Park Service (N.P.S.) to update
management guidance for more than 28,000 acres of national park system lands, including all lands currently leased for beef
and dairy ranching.
- E.I.S. addresses the future management of leased ranch lands and Tule elk in the planning
area by offering 6 alternatives:
- Alternative A: "No Action" - Which means: "N.P.S.
would issue new lease/permits to the existing ranch families to continue beef and dairy operations on approximately
27,000 acres with terms of 5 or 10 years and updated provisions to reflect current operations and regulatory requirements."
.... "Under alternative A, actions to reduce the impacts of elk presence on ranches would continue to include hazing,
habitat enhancements, and fence repairs. Alternative A would not alter or limit the population level or geographic extent
of elk in Point Reyes. NPS would recapture and move or lethally remove any elk that leave Point Reyes or Golden
Gate lands or non-federal lands, in collaboration with the California Department of Fish and Wildlife (C.D.F.W.). "
- Alternative
B: N.P.S. would cap the Drakes Beach Tule Elk population at 120 (there are as last counted 124).
"N.P.S. would manage to the population threshold using lethal removal methods." No other Elk herds will be allowed
to be "established" - live, procreate, or feed there. N.P.S. estimation is that 10-15
elk would be killed per year.
- Alternative C: The 1980 G.M.P. adopts the same programmatic
guidance and a Ranchland zone as presented in alternative B. Makes the Drakes Beach Tule Elk Herd extinct; entire
124 approximate population "using agency-managed, contractor-led lethal removal methods."
No new or other elk herds would be allowed to "establish" live, procreate, or feed there.
- Alternative
D: removal of 7,500 acres, leaving 19,000 acres of active ranching. "Ranching, beef cattle animal
unit authorizations would be reduced by approximately 700 AUs." No mention regarding the Drakes Beach Tule Elk Herd
- so no killings.
- Alternative E: Cease all dairy farms. Convert all dairy ranches to
beef ranches, replacing 3,130 dairy animals with 750AU of beef cattle. New herds of Tule Elk will be allowed to
continue to live, and regardless of geographic location, providing, they do not move outside Point Reyes. N.P.S.
management of elk only occurs, "To support other resource protection needs and management goals."
- ALTERNATIVE
F: All ranching operations are discontinued. Visitor opportunities to be expanded. All
ELK, including free-range elk populations could expand across the entire area. "N.P.S. would apply a new management
zone to the planning area called the Point Reyes Peninsula/Olema Valley zone, which would replace the zones from the
1980 G.M.P. This 28,700-acre zone would be managed to support the desired conditions for the planning area defined in chapter
1. N.P.S. would also apply a Historic Ranch Preservation subzone that would be managed for the adaptive reuse of historic
ranch complexes in the planning area."

NOTE: I could not find any easy link or educational bullet points that offered quick
and simple information regarding the 6 choices to share. So I wrote them myself.
This insidious proposal is made extremely hard on purpose. The links the National Park Service uses
are very long. I never intended to let the world know about Serenade, until I was satisfied with the website.
But I could not let protected species, Tule Elk die. There truly are not 6 choices.
There are only - for eventually all the Tule Elk be exterminated for dairy and beef cattle, as one
of the choices pits these 2 types of ranchers against each other, or all the Tule Elk to be able
to be together, hence healthy, be able to repopulate - and LIVE without fear. THANK YOU!!!!
