Not only do open oil and gas wells usually no longer produce, but pollute from earth core. The very best news is that these public and private wells can be easily transformed into geothermal wells.

I intend to prove Baltimore Citizens' path to a most noble future is to be good stewards upon sacred lands, through honoring people of today via lifesaving geothermal energy infrastructure. Baltimore must survive: mitigate flood/water level rising & heat - imped future suffering existence. Baltimore has: geographical proximity to methods and modes for environmentally conscious and cyclical Low Enthalpy Geothermal (integrating other thermals as energy basis), a cost-effective system, (lessening drill labor & equipment need), performance driven while creating equitable job/career needs, & addresses imperative nature "Climate Crisis" survival.
I envision Baltimore, building a Gasification Plant by 2030, ending toxic ash waste-creating incinerators, quelled commercial plastic packaging, forever creates energy via compostables, as depletes landfills, while meantime, designing in their place, animal sanctuaries. I envision a Baltimore Government - who finally decided to be like Aesop's Ants, & in 2023, graph streets into canals, with planning many 2024 experiential events for public to start engaging in Venice-boat lifestyle. A Baltimore become true, "Peace & Energy Independent City." A city reclaims its citizens' utilities, sets up a Co-op utilities company (least expensive customer charges & to run, customer ownership, who receive patronage dividends) transforming into Carbon-Free - Net Zero Emissions Geothermal Plant and Energy Independent Utility Co-op goal (100% no fossil fuels or toxic waste production), while combating other "Climate Crisis" symptoms and events. Through comprehensive, citywide implementation of environmentally sound low enthalpy geothermal with supportive hydrothermal methods (pumping flood waters for geothermal cycling use) for continuous energy, with additional "when available" wind & solar: propellerless wind turbines (small for chimneys & large sized), wave-water horizontal turbines, & solar roof shingles, textiles market advances coming onto market. Planting trees and vegetation. Eliminating cement/asphalt/concrete is of most importance to already extreme Urban Heat Island. Restoring animal habitats, as well as cooling all buildings, especially smallest homes, will reduce amount of energy needed for "air-conditioning" & extinguishing indoor pollutions for respiratory - asthmatics..., and slash carbon emissions from buildings to single digits. Baltimore's Co-op Geothermal Company will generate electricity too: will sell energy to Baltimore Region, State of Maryland, & perhaps Mid-Atlantic (PA-DE-NJ-VA-WV& NY) energy market. Baltimore's public transportation turns to electric catenaries, exclusively Streetcar & Trains, only true "Zero-Emission" type: no tires, no hydroplaning, no road-resistance, needs no concrete/asphalt/cement (rails in ground with grass surrounding, steel tracked bridges and simply over water. A few benefits: private cars for school children connected to general public riders, double-decker staffed rolling libraries with quiet study, health clinics, delivery cars, and play cars galore. Additional miracles must come to pass for Baltimore: societal peace, education, and ever pressing health: ending light, noise, air, soil, water, sensory, and many other more specified pollutions. Baltimore City has several rivers, the largest being the Patapsco River, connected to Chesapeake Bay (U.S.A's largest estuary), which is connected to Atlantic Ocean. First priority is to least disturb to no disturbance for water and wildlife, and their habitats - their homes. Baltimore most likely will be returning native dwellers, like beavers, to help with Climate Crisis naturally through building their homes - dams.
Geothermal is natural, a way Planet Earth cools itself down, stemming from geysers the Earth creates, like in Idaho. Geothermal can also be derived from drilling into the Earth's surface and/or bottoms of waterways - vertical looped, or horizontal looped. Rather than drilling, geothermal can be retrieved by using bodies of water like ponds and lakes. Geothermal energy can be moved through cisterns and tanks that lead to individual piped/hosed buildings of all kinds, personally heating all floors in autumns and winters, and coiling all rooms via ceilings in springs and summers. Don't forget, geothermal pumps offer hot water. The Geothermal plant will be able to make electricity throughout all the hydronic motion going to heat and cool buildings and streets. [Snow and ice will geothermally melt: no more toxic chemicals or contaminated salts.] Potential energy capture is simple; as in a loop system, the energy can be used right away to continue fueling the looped course. This is what Baltimore can - and will do. Instead of current trash burning creating heat for downtown buildings only, every single citizen and resident will no longer have power-outages, never have to burn things or get dangerous gas generators, or open gas ovens to attempt - to simply stay alive. Same thing with wet bulb - ability to sweat and cool down due to 85 degrees and higher - even at night. Geothermal energy is - a life saver.

MODE ONE: BODIES OF WATER Rather than drilling, geothermal can be retrieved by using bodies of water like ponds and lakes.
MODE TWO: ABANDONED WELLS Using abandoned wells to be - example; Geothermal Direct Heat Return Flow Wells.
MODE THREE: TUNNELS [By/Near where structures already exist.] Baltimore Harbor Tunnel (I-895), an under Patapsco River 1.4 mile long four-lane tunnel. It is 50 to 101 feet (15.3 - 30.8 meters) below water/ground surface. Fort McHenry Tunnel (I-95), an under Patapsco River 1.4 mile long eight-lane tunnel. It is 107 feet (32.6 meters) below harbor water surface level.
MODE FOUR: BRIDGES [By/Near where structures already exist.] Baltimore has many bridges and drudged up land with abundance of records that can be quickly in use for every conceivable geothermal - thermal use.
MODE FIVE: LAND Low-Enthalpy Geothermal offers a negative to be an extreme positive. It is estimated that Baltimore is the 9th hottest Urban Heat Island. Using the lay of the land of Baltimore, besides the normal benefit of geothermal energy outputs, Baltimore will have another line of protection against heat - especially wet bulb. Low-Enthalpy also offers Baltimore the benefit, should there ever be a rise for, can remove arsenic (The Science of the Total Environment (April 2020) -NIH.

These 2 million dollars can be utilized for Geothermal Plant and, "400 Block," a unique and innovative energy Park above for all to experience and share as alternative plan.
